You should install tocbibind package. Miktex 2.6 handles this 
automatically,
but for older versions you can use the options dialog:
http://theoval.sys.uea.ac.uk/~nlct/latex/novices/node45.html

If you do not have privileges to change the installation, download
the package manually from
http://www.ctan.org/tex-archive/help/Catalogue/entries/tocbibind.html
unzip it to your working directory and run

latex tocbibind.ins
